I work closely with the RCMP - if you are referring to non-members of the RCMP, then they are Public Servants and you fall under the same healthcare as the rest of the public servants in other govt depts...with Sunlife. There are approx. 5000 public servants (what I think you mean by civilian members) and 35,000 members who are under bluecross.

Does anyone know who we can complain to about the snails pace of the PSHCP review of IVF eligibility. This is getting ridiculous!

Me 33 DH 48 3 IVF's, 2 FET's, & 2 IUI's. Its now 2014 (2008 when we started) and we're still hoping for a baby at the end of the road.

I agree, how long can they "review" it? I'm soon going to submit a 2nd IVF bill to them... I have a feeling it will be years before we see a penny (if at all). I have no idea how we can push them. I'm certainly willing to do what it takes if I knew what!

I'm going to take my emails from the Treasury Board Secretariat, National Joint Council and Public Service Health Care plan along with my letter from the review board to my ombudsman and see what he recommends. I have had nothing but the runaround. I think being angry and having a focus makes IF a little easier for me.

Question for you ladies...

if you have submitted your IVF to PSHCP and have not had an outright denial...did you claim it on your income tax anyway??

Ladies, I emailed them regarding the eligibility of my IVF treatment in April 2012. I live in Alberta and work for the Canada Revenue Agency. I dunno if these details make a difference. Here is the response I got:

"Under the terms of the Public Service Health Care Plan (PSHCP), In Vitro Fertilization may be an eligible expense. To review the eligibility of any services/expenses, we require:
- Medical information that indicates that the patient has complete bilateral tube blockage
- An itemized cost breakdown of lab, physician, and all other associated costs
Once approved, we allow eligible costs for 3 cycles of In Vitro Fertilization. Compensation would be at 80% of reasonable and customary costs, provided coverage is in effect at the time the expenses were incurred. All claims may also be subject to the annual deductible.

Please send the requested information, along with a completed and signed PSHCP claim form, so that we may assess your case."

I have not had a chance to pursue this further, as it was the start of my IVF cycle and things were hectic but it seems to indicate I need to show both tubes being blocked before they would reimburse me. Is this what they have been telling you? Or do you think my IVF treatment should still be covered?

Apr 29, 2012 - 450 IU Gonal F and 150 IU Luveris started
May 5, 2012 - 1st U/S - 3 follies on right ovary. Dr said "There's a high chance no eggs will be retrieved." Continue with same.
May 8, 2012 - 2nd U/S - 4 follies on right ovary. Dr said "It's not ideal for a 40 yr old woman." Continue with same.
May 9, 2012 - 3rd U/S - 4 follies on right ovary, 1 on left ovary (with huge endo cyst). Dr said ER on Sat, working with 4 follies.
May 10, 2012 - HCG trigger
May 12, 2012 - ER - retrieved 8 eggs. 6 mature and 2 intermediate.
May 13, 2012 - 7 fertilized.
May 14, 2012 - 6 embies.
May 15, 2012 - ET - transferred 3 embies back - a 12 cell, an 8 cell and a 7 cell. Monitoring others for potential freezing: a 6 cell and a 5 cell, plus one of poor quality.
May 18, 2012 - froze one of the three remaining embies - yay!
May 26, 2012 - used Clearblue digital - "pregnant 1-2 wks" yay!
May 30, 2012 - used another Clearblue digital - "pregnant 2-3 wks". Then did pg urine test at the lab
May 31, 2012 - RFC confirmed pg, transferred me to my GP
June 1, 2012 - saw GP, comfirmed pg again via urine test. Gave me paperwork for screening.
June 18, 2012 - 7 wk U/S
July 4, 2012 - prenatal screening bloodwork at lab
July 23, 2012 - 12 wk U/S - nuchal translucency screening

Hi themamaruns! Yes, currently they are only covering IVF for people with two blocked tubes who are outside of Ontario (where it would be covered by the province). But the argument is, if they are matching Ontario's coverage, why won't they match Quebec's?

Opted not to do a laparoscopy and move straight to IVF.

The mamaruns - Exactly as honeybee said.The issue is that the pshcp policy specifically states that a medical cost will be covered if it is an insured benefit in one or more provinces. Since Quebec's coverage came into effect they have been "reviewing" the eligibility criteria for benefit coverage. I received a decline of payment when I submitted my claim and upon my appeal I was told that they cannot settle my appeal until the review is complete.
Jo1984 - Yes I submitted my expenses with my tax return, it could be years before we see any reimbursements if at all so w might as well go ahead and submit for taxes to get some money back. If necessary we can settle up with Revenue Canada in the end if we win.

Yup I claimed mine on income tax, its true who knows how long we will be waiting.. it may never happen :(

1997 July.. DD born, from a previous relationship. Born on her due date.

2006 Oct, Married my best friend.
2007 Oct, Journey to conception starts( although in the 8 yrs we have been together we have never used BC)
2007 July 14th Hubby leaves for Afghanistan for 2 months.
2007 Oct, hubby leaves again for Afghanistan
2008 Jan 1st, Hubby returns
2008 Jan, blocked tube on left and removal of baseball sized cyst on rt ovary
2008 April started on clomid for 6 months
Referred to Dr. Ried in Kingston, more tests show no tube blockage. But does show stage 4 endo.
IUI # 1 BFN
IUI # 2 BFN
3rd cycle cancelled due to not responding to meds very well.
Referred to Dr. Min at the OFC

Baseline ultrasound revealed 16 follicles, and FSH of 7! previous day 3 had shown 9 and high estrogen levels.

Baby girl Madeleine was born weighing 4 lbs 11 oz.

Hi,

I had a IVF in May and submitted my documents to Sunlife. They denied the program fee and ICSI outlight the actual IVF charge of $7000 and the cost of an AMH test they are reviewing. My claim gives the following update:

The eligibility of this product or service is currently under review. Once a decision is made, we will let you know whether this expense is eligible under your benefits plan.

I also spoke to a claims rep and she said she had no idea when their review would be complete. So looks like there is definately still a chance.

Hi all,
Just wanted to add our voice to this conversation. We had received the standard "the elegibility of this is under review..." response from Sunlife back in Feb 2011, after submitting our receipts in December 2010. My dh is a federal employee, and its his coverage with Sunlife. Since that time we have called about once every month or so, to be told by the call centre staff that the matter is still under review.

Until this last May, when the call centre staff actually offered to send us a letter indicating that the matter was under review; instead we received a letter telling us that we would only be covered if our issue was bilateral tube blockage, as in Ontario's coverage (we live in BC). Hunh.

Called back and after *much* going back and forth, a supervisor at Sunlife indicated that despite pshcp policy which seems to guarantee we would be covered here in BC because of Quebec's coverage, that Sunlife requires direction from pshcp specifically to compare us to Quebec.

So we have been advised by Sunlife now to appeal to pshcp. 18 months in and waiting.

Anyone else at this stage?

Weepity-i received the same as you initially. I was denied and I did send in an appeal (I've posted my letter a few pages back in this thread) and after being told my appeal would be heard within 4 months I have received a 2nd letter stating that because it is under review they can't decide on my appeal.

Me 33 DH 48 3 IVF's, 2 FET's, & 2 IUI's. Its now 2014 (2008 when we started) and we're still hoping for a baby at the end of the road.

Hi,

Has anyone had any experience claiming accupunture apparently my claim was denied. The policy states that accupuncture will only be covered when performed by a medical doctor however no accupunturist is a medical doctor. So this seems to be an impossible condition to meet.

I do now have a referral from my doctor so I have resumbitted my receipts with the referssal letter so lets see if that changes anything.
Any advice would be very much appreciated.

mort54- I also enquired about acupuncture coverage and was told the same thing. They wouldn't consider it at all. I then said that in order to meet their requirements I would have to go to a different city and that I would submit expense claims. They were not in favor of that either. I was basically told too bad so sad. I am interested to know what would happen with a doctors note. Keepnus posted.

Was your acupuncture done by a naturopath. In my experience most have a naturopath number. I have done many different acupuncture treatments with didn't doctors and have never had a problem with sunlife....but it us only 300 a year. Get a different receipt from your doctor.

I was told that unless the acupuncture was done by an MD I wasn't eligible. Apparently they don't consider naturopathic or TCM doctors real doctors.

On another note, I sent a letter into the appeals department to complain about the wait time and that they're lack of timely action and response to IVF funding is discriminatory in practice. I received a blah blah blah response stating that they have no control over the time it takes to complete a review. They wouldn't even confirm if the review has started or not. My next step is finding out through the FOI act at what stage the review is at. Will let everyone know once I find something out.

I agree with you - my receipt just said Natropath services... it didn't say acupuncture otherwise it's not covered...sorry I wasn't clear! And I've never had any problems... i've claimed my full amount for the last 6 fiscal years - and all different natropath. They just don't write what they did - they write something like infertility - natropath services, etc.

I agree, the review it taking way too long... it is ridiculous..? I wonder what else can be done... at this point, I'm not expecting much .... i'm claiming it on my income taxes again... i'll do a re-assessment if they refund us... It seems this is their delay tactic. What a great idea about FOI... make sure to make your question very broad - ie to include any and all documentation pertraining to the review of this including drafts, notes, emails, memos, all correspondence...etc. otherwise they won't give you necessarily everything. They might ask you to narrow it down later...but it's worth a shot!!

Wow. I just read this thread and I can't believe that some of you are still waiting for a response. I honestly believe that TBS/NJC are stalling in the hopes that you will all go away or forget.

This may be a silly question, but if someone is in QC and has blocked tubes and their 3 IVFs failed, could they claim more ivf under pshcp?

I don't think they can because the eligibility for pshcp funding is that there be no provincial funding so if you are in quebec I think you've already maxed out on your funding. But if you had male factor you would be able to claim the icsi portion I believe.

SO because there is no provincial funding in Nova scotia does that mean they SHOULD be covering a cycle for me???? using the PSHCP? Hubby and I are curious now, it wasnt covered in ontario because ontario covers if your tubes are blocked, BUT nova scotia has NO coverage....
